Dongyue Group Ltd. Overview

Dongyue Group is one of China's largest integrated fluorosilicon chemical producers. Its vertically integrated park in Zibo, Shandong runs from anhydrous hydrogen fluoride, chloromethanes and chlor-alkali, through HCFC/HFC refrigerants, to fluoropolymers (PTFE, PVDF, HFP, FEP) and organosilicon monomers and rubbers. The company states that it has the world's largest R22 capacity, and it holds meaningful positions in third-generation HFCs (R32, R125, R134a, R410a blends). Under China's Kigali-driven HFC production quota regime, those positions have turned into a scarce, licence-like asset. That is the core driver of the profit recovery: attributable profit doubled in FY2025 to RMB1.64bn, and H1 2026 rose a further 31.8%. Dongyue's option value sits in perfluorinated membranes (chlor-alkali, fuel-cell and electrolyser PEMs via the associate Future Materials), electronic-grade fluorinated liquids for data-centre liquid cooling, and ultra-high-purity PTFE for high-frequency copper-clad laminates. The investment case is a cyclical commodity chemicals business with an improving regulatory moat, a net-cash balance sheet, and AI-adjacent materials optionality that remains unproven at scale.

Company's own description

In its HKEX filings, the Group describes itself as an investment holding company whose subsidiaries manufacture, distribute and sell refrigerants, polymers, organic silicone, dichloromethane, PVC, liquid alkali and other chemical products. Operations are concentrated in the PRC, with export sales. The FY2025 results announcement identifies five operating and reportable segments: (i) Polymers (Fluoropolymers); (ii) Refrigerants; (iii) Organic Silicon; (iv) Dichloromethane and Liquid Alkali; and (v) Other Operations, which covers side-products of the other segments, residual PVC, property development and rental income. (Source: FY2025 annual results announcement, 25 Mar 2026; FY2024 annual results announcement.)

Independent characterisation

Dongyue is a vertically integrated commodity-to-specialty fluorochemical and silicone producer. The economic engine is an integrated chain:

Upstream inputs: fluorspar-derived anhydrous HF, methanol, chlorine and caustic soda from its own chlor-alkali units, chloromethanes, and silicon metal. A Chinese wiki profile (MoneyDJ) states that about 60% of key refrigerant raw materials are produced in-house.

Midstream: R22 serves both as a refrigerant (HCFC, quota-controlled and being phased down) and as the essential feedstock for TFE monomer, and therefore for PTFE, HFP and other fluoropolymers. Feedstock use of R22 is exempt from Montreal Protocol consumption limits. This dual role is a structural advantage. The Group's FY2025 report states it has the largest R22 production capacity in the world.

Downstream: PTFE, PVDF, FEP and HFP fluoropolymers; HFC refrigerants and blends; DMC (organosilicon intermediate), 107 silicone rubber, raw and high-temperature vulcanised rubber; perfluorinated ion-exchange membranes; electronic fluorinated liquids (FC-3283).

Revenue model: Almost entirely product sales of bulk and semi-specialty chemicals at market-referenced prices. There is no material subscription or licensing revenue. A small amount of property-development and rental income sits in "Other operations". Pricing is cyclical and spot- or contract-referenced. In refrigerants, prices are now strongly influenced by quota-constrained supply.

Value-chain position: Mid-chain integrated producer. It sells to compounders, appliance OEMs, auto air-conditioning and refrigerant distributors, cable and coatings manufacturers, lithium-battery binder users (PVDF), silicone formulators and construction sealant makers. Historically cited customers include DuPont, Daikin, Mitsubishi, Haier, Hisense, Gree, Midea and Changhong.

End-markets: Room and commercial air-conditioning; automotive (including NEVs, which carry larger refrigerant charges); cold chain; chemical processing equipment; wire and cable; semiconductors and electronics (high-purity PTFE, fluorinated coolants, HF); lithium-ion batteries (PVDF binder); construction (silicone sealants); hydrogen and flow-battery energy (via Future Materials membranes); and chlor-alkali (ion-exchange membranes).

Customer types: Industrial B2B. There is no consumer channel.

Strategy

Stated strategy themes (FY2025 annual report and H1 2026 interim; paraphrased)

  1. Monitor market trends and adjust flexibly. Management characterises the fluorosilicon market as uncertain, with supply-demand structure still adjusting. It commits to flexible commercial strategies, especially for quota-regulated refrigerants (FY2024/FY2025 annual results, outlook).

  2. Safety and environmental protection as the bottom line. Stable, safe operations are framed as the precondition for earnings. H1 2026 guidance targets zero accidents, zero waste and "green industrial parks" (FY2025 annual results; H1 2026 interim).

  3. Systematic cost control. The FY2025 outlook (HKEJ summary) states an intent to move from point-by-point cost reduction to system-wide cost reduction across procurement, energy consumption, product mix and equipment.

  4. Focused R&D. H1 2026: streamline R&D and focus on AI, semiconductors and new energy, with faster commercialisation (H1 2026 interim, Quartr).

  5. Commercialisation of new products. Dedicated promotion teams for new products, plus digital upgrades for safety and environmental management (H1 2026 interim).

  6. Risk management. Comprehensive management of market, operational and compliance risks in H2 2026. Management remains cautious given volatility (H1 2026 interim).

Medium-term financial targets

Not publicly disclosed. Dongyue does not publish quantitative medium-term guidance. Its outlook statements are qualitative. Profit alerts (positive or negative) under HK Listing Rule 13.09 act as de facto guidance, for example the 10 Feb 2026 alert for FY2025 profit growth above 100%, and the mid-2026 consolidated earnings guidance for H1 2026.

Financial Narrative

All figures in RMB million unless stated. FY ends 31 December. Sources: FY2021, FY2023, FY2024 and FY2025 annual results announcements (HKEX), with FY2022 taken from FY2023 comparatives. EBITDA comes from HKEJ Stock360 (third-party). Ratios are analyst calculations from reported figures unless noted.

Income statement

Notes: Diluted EPS is not separately verified. HKEJ lists EPS of 0.36 / 0.49 / 1.09 for FY2023–FY2025 (currency basis unclear, likely HKD-converted), which conflicts with the reported FY2025 basic EPS of RMB0.98. The filing figure is used. No interim dividends were declared in 2024, 2025 or 2026.

Margins and growth

Revenue CAGR FY2021–FY2025: −2.4% a year (analyst calculation). Attributable profit CAGR FY2021–FY2025: −5.7% a year. These numbers show the cyclicality clearly: FY2022 was a peak year, FY2023 the trough, and FY2025 a policy-driven recovery that has not yet regained the FY2022 peak.

Interim trend: notes and sources

Sources: H1 2024 results (AAStocks/Yahoo HK); H1 2025 interim results (HKEX, 26 Aug 2025); H1 2026 interim results (HKEX, 20 Aug 2026; Quartr summary). The H1 2026 attributable figure is the diluted-EPS earnings basis of RMB1,025.98m. Note that the "net profit +54.7%" headline in some summaries refers to profit including non-controlling interests. Attributable profit grew 31.8%. The gap reflects strong profit recovery at the 300821.SZ subsidiary, where minorities hold a large share.

Operating cost lines: notes and sources

Source: FY2025 annual results announcement. The 30% rise in administrative expenses in FY2025 likely includes impairment-related and legacy power plant shutdown costs; the company attributes higher asset impairment losses to the policy-mandated closure of two old power plants (FY2025 profit alert). The FY2024 result also included a RMB139m gain on partial disposal of an associate and a RMB100m loss on disposal of subsidiaries.

Balance sheet

Additional data points:

30 Jun 2026: net cash RMB6.07bn; net cash-to-equity 28.32% (implying total equity of about RMB21.4bn); current ratio 2.90 (H1 2026 interim, Quartr summary).

FY2025: net assets per share RMB11.54, total equity basis (TipRanks/Globe and Mail summary of FY2025 results). HKEJ lists NAV per share of 9.24 (attributable basis, currency unclear).

Debt: Finance costs of only about RMB1.4m a year and a debt/equity ratio of about 0.009% (Simply Wall St) indicate effectively no interest-bearing borrowings. TipRanks shows HK$70.6m of debt against HK$3.77bn of cash at an earlier date. The short-term vs long-term split is not publicly disclosed in the sources reviewed.

  • Goodwill and intangibles: not disclosed in the sources reviewed. Amortisation of intangibles was RMB4.7m in FY2025, which suggests intangibles are immaterial.

Cash flow

The FY2025 depreciation of RMB1,326m vs RMB1,186m in FY2024 is drawn from the respective results notes. The dividends-paid row is an analyst approximation from DPS and is flagged as such: FY2024 cash reflects the FY2023 final of HK$0.10, FY2025 cash reflects the FY2024 final of HK$0.10, and the 2026 payment is the FY2025 final of HK$0.30, paid after the 9 Jun 2026 ex-date. Buybacks: TipRanks reports the share count fell 2.65% over one year, but no buyback mandate execution was verified.

Ratios

Third-party ratios: ROE 10.8% (TTM to Dec 2025) and 12.9% (TTM to Jun 2026) per Simply Wall St; ROA 7.7% and ROE 10.5% per Investing.com (earlier TTM); ROIC 4.92% per TipRanks (dated). Interest coverage is effectively unlimited, since FY2025 finance costs were RMB1.4m against PBT of RMB2,577m. Net debt/EBITDA is negative (net cash). Asset turnover and the cash conversion cycle are not computable from the sources reviewed.

Commentary: trends, inflections, drivers

FY2021–FY2022 (boom): Lithium-battery demand drove PVDF and its feedstock R142b to extreme prices. Silicone also boomed as the 300821.SZ expansion projects came online, with silicone external sales up 114% in H1 2022. Revenue peaked at RMB20.0bn, gross margin at 32.5% and attributable profit at RMB3.86bn in FY2022.

FY2023 (bust): PVDF, PTFE and silicone prices collapsed as Chinese capacity flooded in. Gross margin halved to 16.8% and attributable profit fell 82% (profit warning, 12 Mar 2024).

FY2024–FY2025 (quota-led recovery): The HFC quota regime from 2024 converted refrigerants from an oversupplied commodity into a capacity-constrained business. Refrigerant results rose from RMB311m (FY2023) to RMB806m (FY2024) and RMB2,288m (FY2025). In FY2025, refrigerants generated 89% of consolidated segment results, while silicone turned loss-making and fluoropolymer results fell. Group revenue was essentially flat across the period. The recovery is about margins, not volumes.

H1 2026 (broadening): For the first time since 2022, all three core segments improved together. Refrigerant results rose 21% and polymer results 69%, helped by multiple PTFE price increases and PVDF recovery. Silicone swung back to a profit of about RMB240m as industry "anti-involution" capacity discipline took hold, and 300821.SZ's Q1 2026 attributable profit rose 427% to RMB194m. Gross margin reached a multi-year high of 37.2%. This matters: the earnings base is less dependent on a single regulatory lever than it was in FY2025.

Analyst Conclusions

Management guidance

Management gives no numerical guidance. For H2 2026 it is qualitatively cautious: it intends to keep operations stable, focus R&D on AI, semiconductors and new energy, push new-product sales, and strengthen safety, environmental and risk management (H1 2026 interim). Quantitative signals come from profit alerts.

Consensus expectations

Simply Wall St's aggregated consensus implies about 8% annual revenue growth and about 18–20% annual EPS growth, with forward ROE of about 15.5%. First Shanghai's 2026–27 net profit estimates of RMB2.58bn and RMB2.81bn look reachable given an H1 2026 run-rate of about RMB2.0bn+ annualised attributable profit, assuming H2 seasonality holds.

Bull case

  1. Refrigerant pricing proves structural. Quotas lock supply, while demand grew from 828kt to 1,483kt over 2016–2025, and R32 reached decade highs in June 2026. Refrigerant results of RMB1.25bn in H1 2026 alone could annualise to more than RMB2.5bn.

  2. Earnings broaden beyond refrigerants. Polymer results grew 69% and silicone recovered to about RMB240m in H1 2026, so FY2026 attributable profit could exceed RMB2bn (+25–30% YoY). Meanwhile the stock trades at about 8.5× TTM P/E with RMB6.07bn of net cash.

  3. AI-materials optionality is unpriced. FY2025 brought FC-3283 coolant into stable production and ultra-high-purity PTFE capex is under way. If CCL qualification for next-generation servers lands, Dongyue gains a growth leg that A-share peers are already credited for.

Bear case

  1. Policy is the moat, and policy can change. About 89% of FY2025 segment results came from one regulated product family. Wider inter-varietal flexibility, quota reallocation or export weakness could reverse pricing quickly.

  2. Structural minority and legacy leakage. NCI took 25% of FY2025 profit, "Other operations" loses about RMB380m a year, and revenue has not grown in four years (−2.4% CAGR).

  3. New-materials narrative is fragile. Future Materials withdrew its IPO with profit down 38%. The June 2026 share price spike (to HK$23.74) and the fall back to HK$11.20 show the market is unwilling to pay for unproven AI optionality. The EU PFAS restriction is an overhang for fluoropolymer exports.

Analyst verdict

Dongyue Group enters late 2026 in its strongest operating position since the FY2022 peak, though the market has priced it as if the recovery were already fading. The core facts are clear. China's Kigali-driven HFC quota regime has turned the refrigerant business from an oversupplied commodity into a licence-protected franchise. Refrigerant segment profit rose about sevenfold between FY2023 and FY2025. Group gross margin climbed from 16.8% to 30.8% and then to 37.2% in H1 2026. Attributable profit doubled in FY2025 to RMB1.64bn and grew another 31.8% in H1 2026. Importantly, the H1 2026 recovery was broad: fluoropolymers and silicones recovered alongside refrigerants. All of this sits on a net-cash balance sheet of about RMB6bn with negligible debt.

Against that, the share price has fallen about 53% from its June high to about HK$11.20, or roughly 8.5× trailing earnings. Part of that fall is the unwinding of a speculative AI-materials rally. Part reflects real structural discounts: heavy dependence on a single policy lever, significant profit leakage to minorities through the A-share silicone subsidiary, persistent losses in non-core operations, four years without revenue growth, founder-centric governance, and thin disclosure and analyst coverage. The withdrawal of Future Materials' IPO removed a visible catalyst for value crystallisation.

On balance, the risk-reward looks asymmetric to the upside for investors comfortable with Chinese policy risk. At current levels, the valuation implies refrigerant profits that are well below current run-rates, and assigns little value to the net cash or to new-materials optionality. Key watch-points are monthly refrigerant prices, 2027 quota allocations, ultra-high-purity PTFE qualification, and whether management uses its cash to raise the payout ratio above about 28%. A bigger dividend or a formal capital-return policy would be the most direct way to close the valuation gap. This assessment is an analytical synthesis, not investment advice; investors should consult the full FY2025 annual report and H1 2026 interim report on HKEXnews before acting.

SWOT Analysis

Strengths

  • Quota-backed refrigerant franchise: Refrigerant segment results rose from RMB311m (FY2023) to RMB2,288m (FY2025), and to RMB1.25bn in H1 2026 alone at about a 49% segment margin (FY2025 annual results; H1 2026 interim summary).
  • World's largest R22 capacity, which also provides captive feedstock for PTFE/HFP (FY2025 annual results).
  • Fortress balance sheet: Net cash of RMB6.07bn and a current ratio of 2.90 at 30 Jun 2026; finance costs of only RMB1.4m in FY2025 (H1 2026 interim; FY2025 annual results).
  • Margin momentum: Gross margin rose from 16.81% (FY2023) to 30.81% (FY2025) and 37.18% (H1 2026).
  • Integrated chain across HF, chlor-alkali, refrigerants, fluoropolymers and silicones in one Zibo park, lowering logistics and feedstock costs (company profile; segment structure).
  • Sustained R&D: R&D spending of RMB784m in FY2025 (5.5% of revenue) and 478 patents at H1 2026.

Weaknesses

  • Revenue stagnation: FY2021–25 revenue CAGR of −2.4%; FY2025 revenue +1.2% despite profit doubling.
  • Silicone drag: External sales −26.6% in FY2025 and a segment loss of RMB52m; 300821.SZ 9M 2025 profit −97.4%.
  • Minority leakage: NCI took RMB542m (25%) of FY2025 profit.
  • "Other operations" losses of RMB369m (FY2024) and RMB381m (FY2025).
  • Governance: Combined chair/CEO; INEDs with 12–19 years' tenure; executive-chaired Nomination Committee (2022 interim; Simply Wall St).
  • Thin disclosure and coverage: No geographic split in the reviewed filings; Simply Wall St rates analyst coverage "Low".

Opportunities

  • Further refrigerant price upside as quotas tighten and inter-varietal flexibility (30% in 2026) favours full-range producers (Guosen).
  • AI-related materials: Ultra-high-purity PTFE for M10-tier CCL (Guosen, Jun 2026) and FC-3283 coolant for data centres (FY2025 annual report).
  • Silicone cycle recovery: 300821.SZ Q1 2026 attributable profit of RMB194m (+427%) on "anti-involution" discipline.
  • Fluoropolymer pricing: Multiple PTFE price rises in 2026 and PVDF above RMB50k/t (First Shanghai).
  • Hydrogen and storage membranes: Future Materials could refile its IPO, with ~RMB640m revenue and Mercedes-Benz-validated PEM (Sina; Dealroom).
  • Western PFAS exits (e.g. 3M) open substitution markets for Chinese fluoropolymers and fluids (industry context).

Threats

  • Policy dependency: Profits rest on MEE quota administration. Any loosening, or expanded inter-varietal flexibility for competitors, could compress prices.
  • HCFC phase-down: Emissive R22 quotas continue to fall under Montreal Protocol schedules (Guosen).
  • EU PFAS restriction risk to fluoropolymer exports (regulatory proposal; industry context).
  • Raw material inflation: Raw material costs rose in H1 2026 (H1 2026 interim).
  • Associate setback: Future Materials' IPO was withdrawn with profit down 38% (30 Jun 2026).
  • Share price volatility: The stock rose from HK$12.80 (mid-May) to HK$23.74 (late June), then fell to HK$11.20 (25 Sep 2026), which shows narrative-driven speculative flows.
