Massive capacity expansions, particularly in Indonesia, are expected to keep the market oversupplied through at least 2027–2028, pushing prices down from over ~$48,000 per ton in 2022 to around ~$15,380, a level at which roughly a quarter of global producers are reportedly operating at a loss. Indonesia’s growing dominance, now accounting for nearly two-thirds of refined nickel output, has reshaped the market but also amplified volatility: aggressive expansion has driven prices to five-year lows, while rising domestic ore costs and higher royalties have forced output cuts, putting up to 400,000 tonnes of supply at risk. At the same time, trade policy is adding another layer of disruption, as steep U.S. import tariffs, reaching up to 50%, have led at least one-third of buyers to delay or pause stainless steel purchases, directly affecting downstream sectors such as piping and infrastructure. Strategic concerns are also mounting, with Chinese entities controlling around 75% of Indonesia’s refining capacity, raising supply security issues for Western markets even as industry participants anticipate that today’s oversupply could reverse later in the decade alongside rising stainless steel demand.
The financial impact of these dynamics is already visible at the corporate level, exemplified by Jindal Stainless’ 34.6% profit decline, partly driven by negative inventory valuation from falling nickel prices and higher freight costs, underscoring how raw material price swings translate directly into margin pressure for stainless steel producers.
These developments point to a more volatile and risk-aware environment for the welded stainless steel pipe market. Although current nickel and chromium oversupply may ease input costs in the short term, heavy supply concentration and geopolitical exposure mean prices are vulnerable to sharp corrections, keeping cost uncertainty structurally high. This volatility creates procurement risk for EPC and infrastructure projects that typically rely on fixed budgets, as sudden metal price swings can disrupt project economics and trigger renegotiations, delays, or even material substitutions. In the short term, raw material markets are entering a phase of structural volatility shaped by geopolitical concentration of supply, energy-transition-driven demand, and increasingly unpredictable trade policies. Even when prices decline, underlying instability remains, making accurate cost forecasting especially challenging for welded stainless steel pipe manufacturers.
Over the medium term, this environment is likely to favor manufacturers with integrated supply chains, access to scrap recycling, or strategic long-term metal contracts, as these capabilities help buffer against sudden price swings and reduce reliance on volatile spot markets. For buyers, these dynamics are reinforcing a shift toward lifecycle-cost-based procurement, as stainless steel’s durability and lower maintenance requirements can offset higher upfront pipe prices over the asset’s operating life.
Availability of Lower-Cost Substitutes
